Completed application packets must include:
Signed and completed application form
Signed tax disclosure form
Production budget
Shooting script and script synopsis
Documentation of financial ability to undertake and complete the project
Trade secret information summary and justification (if applicable)
Submit permit applications well in advance of your proposed shooting date, as processing time for permits varies based on season, street, and project.
Road closure approvals may take up to two weeks.
Simple construction approvals generally take 3-5 business days.
A site plan must be included with your application. A site plan usually includes a map and a brief description of planned maneuvers, special effects, and company moves for the proposed location. When preparing a site plan, we recommend using satellite images and reference pictures whenever available.
Once approved, the production company will need to submit all applicable fees to the city center via either telephone or in person.

Private Property Filming
Production liability insurance to name the owner as additional insured is recommended even for productions filmed on private property. Most businesses will also require insurance, and it is advised that all property owners request proof of insurance.

Do I need a permit to shoot in Cleveland, and if so, what type?
The City of Cleveland has three types of permits that apply to most film situations:
Photography and TV/Film Permit:
Apply for this permit for all photography and TV/Film activity
Must contact Greater Cleveland Film Commission for permitting requirements and Filmmaker's Code of Conduct
Street Opening and/or Sidewalk Obstruction Permit:
Apply for this permit if you will be staging equipment, sets, or parking trucks, or staging areas in such a way that public access to streets or sidewalks will be restricted for any period of time (even in cases of intermittent traffic control).
Must be completed by a production company representative
Must be submitted to the Production Coordinator at the Greater Cleveland Film Commission, who forwards it to the Department of Traffic Engineering and Public Services for the City of Cleveland to review
If "No Parking" signs must be posted, approval takes one business week because signs must be hung 72 hours in advance. "No Parking" signs may be obtained from the City of Cleveland.
Facility and Parks Use Permit:
Apply for this permit if your shoot will require the use of city parks and city property (including the exterior of publicly-owned buildings)
Must be completed by a production company representative
Must be submitted to the Production Coordinator at the Greater Cleveland Film Commission, who forwards it to the Office of Special Events
